1.The Government of the Republic of Cabo Verde it is undertaking a “Project” consisting in the design and construction of a set of inter-related electricity generation, network and storage components under Cape Verde’s National Electricity Masterplan, to be implemented during the period 2024-2030.
2.Pursuant to a “Finance Contract” dated 29th December 2023 entered into between the Government of the Republic of Cabo Verde and the European Investment Bank – EIB (the “Bank”), the Bank has made available to the Government of the Republic of Cabo Verde a loan in a maximum principal amount of EUR 120.000.000 (one hundred and twenty million euros) in order to finance the “Project”.
3.In connection with the “Project” the Government of the Republic of Cabo Verde is duly authorized to receive the grant of the sum of EUR 23.566.929,13 13 (twenty-three million five hundred sixty-six thousand nine hundred and twenty-nine euros and thirteen euro cents) represented by an “Investment Grant Agreement” made between the Government of the Republic of Cabo Verde and the European Investment Bank. The Grant shall be used exclusively to cover eligible costs incurred in respect of the Santiago Pumped Hydro Energy Storage Project.
4.On the basis of the Finance Contract and Investment Grant Agreement, the Government of the Republic of Cabo Verde intends to apply part of the proceeds toward payments under the contract for Design and Build of the Santiago Pumped Hydro Energy Storage Project.
5.The National Directorate for Industry, Commerce and Energy (DNICE) of the Government of the Republic of Cabo Verde intends to prequalify Applicants for Design and Build of the Santiago Pumped Hydro Energy Storage Project, island of Santiago, Cabo Verde. The project consists of a 20 MW reversible closed loop powerplant with decoupled generating and pumping units, surface penstock, two earth fill reservoirs, a container type desalination plant and a 60 kV transmission line with 18 km length and a substation. It is expected that the Request for Proposals (RFP) will be made inMay 2025.
6.Prequalification will be conducted through the procedures as specified in the Guide to Procurement for projects financed by the EIB, version dated March 2024 (jointly called “Procurement Regulations”) and is open to all eligible Applicants as defined in the Procurement Regulations.

8.Applications for prequalification should be submitter to the email address below. The deadline for Application submission is 26 February 2025 until 17:00 (Cabo Verde local time). Applicants shall submit their Applications electronically (only). Late applications may be rejected.
